I don't have an answer for your radius accounting question, but just as a side point, you may want to avoid using the .local TLD altogether. Bonjour uses .local internally, and weird things happen if you introduce a mac to your environment. Using .local caused me hours of frustration during an overnight Mac server promotion, and I preach the lesson I learned to anyone who will listen in order to prevent the same trouble for them.
