I ran into the same exact issue, and was pulling out what
little hair I have left trying to figure out why there
was no accounting data being fed to PF from any of our
Meru controllers.  Buried deep in the Meru controller's
web help screen, there is this little caveat for the ESS
Profile settings screen:

"Accounting records are only sent to the Radius server for
clients that authenticate using 802.1x."


If you have configured your Meru equipment like we did in
MAC address authentication mode (which I believe was the
example in the PF manual), the Meru controller isn't
authenticating using 802.1x and hence no accounting info...
