I too have the same predicament.
Please assist as the guest registration is not working.

Ok, just did an update to 4.0.2. As I was warned this might happen when I
got help setting it up before, but the thing I thought should be changed
apparently isn’t doing the trick. Currently I have not “Sign Up” link at the
bottom of the page.
I had hoped this was fixed and would be a gui option in 4.0.2, but apparently
not (or I’m just too darned thick to find it :^). The documentation still says
it’s in “Configuration>User>Create, but I think that’s a hold over from 3.x.
Can I get a clue or two on getting sponsored guest registration working?
