William,
  PF (at least on CentOS/RH RPMs :) is setup to use the local mailer agent, so 
you can simply configure the smarthost for the local MTA (e.g. Postfix or 
Sendmail).  Alternatively, you can configured the SMTP Server, Sender, and 
other settings under "Configuration>Alerting".
  I'd advise configuring the local MTA though, as this will allow other things 
to use email on this machine (e.g. cron if you redirect "root" to your address 
in the /etc/aliases file.
  Remember to restart the MTA after making changes to the appropriate configs, 
as this is not part of PF.

Have you created a "Sponsor Email" authentication source?

Assuming you're landing on the default portal profile, have you selected 
"Enable Self Registration" in the default portal profile? Have you add a 
sponsor source of authentication to the profile?
