What makes it tough is that I am an unofficial ISP.  I have several thousand 
devices all D'NATed to that IP, and what's more, is that 2/3 of those devices 
are owned by students and are therefore are not managed by me.

I almost want to leave it, I have wanted to shut down SMTP from my public NAT 
for a long time but each time I do, some users throw a fit because they have 
software that wants to act as a SMTP server ... BUT ... this way, it still 
doesn't work ... and, I can say I didn't do it.

Is that bad?

Dollars to donuts, one of your users fell for a phishing scam, and their user 
account is being used by some enterprising chaps from Nigeria to scam others.  
If I'm correct, your outbound mail queues will quickly reveal the offending 
user account.
