Jake, I've been a mail admin at a small ISP, and I don't envy you. Without serious concentration on outbound - filtering, following up on complaints, getting active in all the big ISP feedback loops, etc - you're pretty much going to stay blacklisted, I'd say.
If your user base is able to dictate open 25, I'd seriously look into directing all untrusted outbound 25 traffic to it's own nat, or requiring/enforcing a smart host/outbound relay, with some level of control. But it's much work to stay on top of. Bad is having to deal with the results of unknowing people's actions without proper resources.
