I had the same problem.  Not sure if the packetfence install starts that
process automatically..

There's a list of acceptable OUIs in /usr/local/pf/lib/pf/web/gaming.pm.
 It's a relatively short list of about 25 items.  It may be that the
device you're registering is not represented in that list.

You can just add a new OUI to the list, restart the portal, and *magic*
should happen.

HEY DEVS : THIS LIST SHOULD BE IN A DATABASE AND HAVE A GUI INTERFACE TO
UPDATE!  Just sayin...  :)
