Hello,
edit the file /usr/local/pf/conf/httpd.conf.d/captive-portal-common.conf
and change the line
allow from %%routed-nets%% %%load_balancers%% 127.0.0.1
by:
allow from %%routed-nets%% %%load_balancers%% 127.0.0.1 all

And of course restart httpd.portal.
