I'm playing around on a testbox as well and getting:

Error: Package: packetfence-4.1.0-1.el6.noarch (PacketFence)
           Requires: perl(Linux::Inotify2)
Error: Package: packetfence-4.1.0-1.el6.noarch (PacketFence)
           Requires: perl(File::Touch)
Error: Package: packetfence-4.1.0-1.el6.noarch (PacketFence)
           Requires: perl(Linux::FD)
 You could try using --skip-broken to work around the problem
 You could try running: rpm -Va --nofiles --nodigest
