Sorry, just reread your previous email.

You say the logs/httpd.admin.log is empty.

Is the the http process actually writing to it?

What does lsof logs/httpd.admin.log say? 

Also, where are you trying to access the admin from? 
Basically, which interface are you hitting? The management one or the portal 
side?
