I am trying to access admin over the Management interface (the IP for it is 
172.30.10. 201). I would like to enable someone (not as technical) who can 
administer the PF appliance.

Sorry, just reread your previous email.
You say the logs/httpd.admin.log is empty.
Is the the http process actually writing to it?
What does lsof logs/httpd.admin.log say? 
Also, where are you trying to access the admin from? Basically, which interface 
are you hitting? The management one or the portal side?

Check the admin logs.
They’re in logs/httpd.admin*.log
