Because you have added 

net.ipv4.ip_nonlocal_bind = 1

to /etc/sysctl.conf, allowing processes to bind to any ip.

Unless you are running a cluster, you don’t need that, and active/active 
clustered mode does not work in inline mode.
If you really want to cluster it you are better off using the old 
active/passive mode.

Take it easy.
Start with just one server and get it working before you try any kind of 
clustering.
