Then COA or reauthentication takes too long to process. Atleast thats my
guess

After this it will try to reconnect to the controller/radius and get a
new lease/access-accept. You can try to follow the log in
packetfence.log to see what is happening, if you 'reconnect' and there
is nothing showing for it in the log, the AP/Switch may have cached the
response, and therefor not kick(/move) you to the appropriate vlan.
