ffmpeg’s timeline editing/cutting is pretty cumbersome, but you can use 
mkvtoolnix instead. That allows you to enter timecodes, set chapter marks etc. 
via its GUI. It remuxes its inputs to Matroska files without transcoding them, 
and should preserve subtitles as well.

(Also, consider getting a DVB capture card and using tvheadend as your DVR.
It can save you a lot of trouble.)
