ffmpeg’s timeline editing/cutting is pretty cumbersome, but you can use
mkvtoolnix instead. That allows you to enter timecodes, set chapter marks etc.
via its GUI. It remuxes its inputs to Matroska files without transcoding them,
and should preserve subtitles as well.

Impossible, it is fibre cable TV. It an UDP stream wich a program captures
and generates the video file in Kodi. The stream is just what the TV
stations transmitts, I understand.
