16.0 is really an ugly mess. (setup wise)
My suggestion for packman would be, to simply not support it at all to
raise awareness. Users should just continue with 15.6, maybe the OBS
crowd can figure the stuff out before support for 15.6 runs out and then
we can chip in with 16.1 or 16.2.
