El-Che, thanks for you overview. There are several issues here and I am not sure we can solve all of them at the same time.
One, that seemed to have agreement on IRC and have not received any disagreement after I posted the new recommendations was the new release process that would happen on a release branch. I think the other one, to develop new features in separate plugins was also supported. I agree with Adam there that it should be really separate plugin and not something in the trunk. It seems that my attempt to work in a more controlled way to ensure several people see and approve every patch will not work at this point.
