Well, from an user's point of view there isn't much difference between
plugin and core if:
1. The plugin is installed and enabled by default (think dependencies).
2. The plugin preferences are *shown* in the same menu (where there are
store is a different issue).

This is the philosophy of Netbeans Java IDE. if I recall correctly they call
them "core plugins" (they also have "third party plugins". It works for
them.

Anyway, we can do something about 2, but we I guess can not force
distributions to do 1.
