This reminds of me of someone telling me he didn't have any KDE application installed on his system as a matter of policy, or someone on Freenode's #scheme saying that he didn't have perl installed on his Gentoo system (which may make it a non-standard Linux because /usr/bin/perl is part of the Linux Standard Base). If you are so worried about that, you can keep svn under a --prefix that's not in the default path by default, and activate it in certain configurations.
