This snap back is not actually due to large list and fast movement.
Try this on a small list.
With the pen down move the elevator slowly down the shaft of the scroll
bar.
Now with the pen still down move away from the scroll bar. At some point
the scroll bar will jump back to it's original position.
Actually all the UI components behave this way. Try putting the pen down
on a control button and then with the pen still down move away from the
button. The control event will never get sent. This allows the user to
change their mind and is therefore as you asked "A feature"
When I first read you description I tried it and sure enought I reacted
with wow you are right, it's a bug. then I took a look at the scrollbar
source code and realized what was happening.
Replying to you users reporting the bug that all scrollbars behave this way
with both your test and mine will at least help them understand that there
is nothing wrong with your app.
They need to slow down or be more accurate when they move fast.

Go to MemoPad and open a category that has many items with a scroll
bar. Quickly drag the scroll car and release. If you do it quickly, it
starts scrolling, but then snaps back to the position that it started
in.
In my app, I created a horizontal scroll bar that does not have this
snap back behavior. The fact that the built-in vertical scroll bar
exhibits this snap back behavior has resulted in several of my users
reporting this as a bug. Does anyone know how I can eliminate the snap
back effect without creating my own vertical scroll bar from scratch?
