Correct, yet...

It's easy enough for a developer to store hidden data under a creator code
other than the application's creator.  When the app gets removed, any data
with the same creator gets removed along with it.  But data with a different
creator code will stick around.

I don't think it's nice to leave such things lying about, but it's certainly
possible.
