  why not just plain HTML?

  they can provide a download .zip file, you install - browse with
  Netscape or IE.. when they have a fix.. they release a new .zip
  file with the new / modified pages..

  Sun (Java) does this well - how about a "javadoc" style of
  documentation? The .pdf format really "sux" in my personal 
  opinion, but at the moment thats all we have - that is free.
