AFAIK you -could- create a UI for an Hack ... there is
one that has one ... AppHack if I recall correctly.

Yet, it's still a different class of utility.  Hacks
are essentially OS enhancments (even the one that had
a UI served that purpose) while DAs are little "applets"
that don't necessarily deserve or require their own "full" 
app.

As for it being an extra step, I would imagine that it's
actually -less- work to create a DA, since the launching
framework is taken care of for you.
