There currently isn't any UI which changes this preference.
There are two conflicting ideas here I think. The first is changing countries
changes how data is displayed. The other is changing time zones doesn't change
the time.
I see at least two possibilities. The first is changing countries doesn't
affect time at all. The second is changing countries changes the time zone but
not the device time.
Palm does the first, but with good reasons it could eventually do otherwise.
