So  you are saying that there is no corelation between the preference
settings for country and the time zone. The time zone is set independently
of the country setting. The values are still a little confusing for me. So
when you divide 1140 by 60 you get 19 which is the GMTOffset for US Eastern
Time Zone? Oh but you need to subtract this from  24 because you cross the
dateline,  which gives you -5 which is the right offset for EST. Now if you
were to change that to PST you would just need to subtract 3 hrs. Is this
how it works?
