Handspring has modified pilrc to import CW's rsrc files and produce
either binary resources or a .rcp file (.rcp is pilrc's input format).
All one would have to do is add an rsrc export option to get this
functionality under Windows. Not as good as a GUI that works directly
on text files, but it will get the job done. Handspring calls their
utility "palm-rc", and it can be found in the developer section of their
website.
