Acceptable practices ???

It is an acceptable practice for one application to programmatically
change something in another app. database?

IE.  Changing/Editing/Creating a Category in, say, MemoPad with
another application?  

How far does this extend before it becomes an unacceptable practice,
for one application to change another application's database?
