One reason is that our licencees may need it from time to time for their
devices.
And, of course, we're in a position to watch them a little more closely than all
the
3rd party developers to help ensure that it isn't abused. If our licensees
abuse it,
they'll be hurt by not selling as many devices.

I feel for you, and it should certainly be improved if it doesn't require
breaking something else. On the other hand, I only do this at most a few times
per year, so it really doesn't bug me very much...
