Yeah, I agree,

The KB Article says the hardware doesn't allow frequency
changes, and therefore cannot be programmed for TV remotes.
Demonstrably you can program for different frequencies, as
the OmniRemote allows the user to choose his base freq.!

Now, I know it's not possible to be aware of every app
that's out there, so this is NOT a criticism, just a
suggestion that maybe the next revision of this KB article
will say :-

"........whilst it is possible to alter the base frequency
of the IR transceiver
it requires very low level communication directly with the
processor registers,
and the Palm Development Team cannot provide support for
this."
