Not into the OS proper, but the apps, yes. (As an example, the Qualcomm
pdQ phone has a larger screen addressable by the OS, but all the apps are
still in the 160x160 area and don't "see" the rest of it.)

Not really! You might notice that the GM 3.5 roms were built in mid
December. We haven't been sitting around idle while the product teams were
getting their devices to market... upcoming versions of the OS are very
much underway.
(And before anyone asks, nothing is yet announced about what they'll
contain, and I can't give any info yet; they may or may not support
different screen sizes or whatever feature you think of.)
