Sure they can ... but only after thrashing around for
a while before they find this out. If you, when you
direct people to download your tools, also mention
"if you are using Wintel, you will also need ..." it
would just be ... well, a nice thing to do. Call it
full disclosure if you want.
But you don't really care about the people who
might actually want to use these things, do you?
