You can upgrade if your Palm device or PalmOS device has a flashable ROM.
3.2 is PalmVII specific (I believe it is up to 3.2.5.).
You can flash the ROMS by putting the device in debug mode and using the
FlashUtility or you can use the pre-packaged OS upgrades from Palm's support
section.

You have to join if you want access to the emulator and download ROMS and
debug ROMS.
I'm not sure of any other way to get the FlashUtility other than to download
the Desktop update that includes the 3.3 OS update. http://www.palm.com
