As far as I know they're two different animals.
Only the Palm VII uses mobitex. For the Palm VII, all you need to do is check
their coverage map at http://www.palm.net/coverage/index.html for your area.
You don't have to deal with an ISP or anything other than Palm.
If you've got a minstel modem, you want to ask about CDPD service. CDPD
(as I understand it) rides on top of conventional cellular phone networks. Lots
of people offer CDPD service.
