This is a rather odd restriction.  It goes against the normal spirit
of free software (such as the Debian Free Software Guidelines), and
it seems difficult to apply fairly.  What exactly constitutes a "Palm
toolkit"?

I think you (and Wes) should think about using a specific licence, such
as the GNU GPL, for PilRC rather than the current vague appeal to "free
software".

At present, the closest thing to a licence on your web site is

        You are freely allowed to use, modify and distribute PilRC
        as long as modifications are send back to the maintainer for
        inclusion into the next release and full reference is given to
        where the latest version can be obtained.

...which, of course, contradicts the prohibition above.
