The point is that the transceivers are meant to operate over a distance of
many yards, or even miles). Moving the device a few feet has a miniscule
impact on EMI and EMR exposure. Other environmental factors, headset wire,
even eyeglasses of a certain alloy, can often have a much bigger effect.
Personally, I think that a phone which is held/operated PDA style, and a PDA
built into a phone have the same basic drawback - poor function/form.
A portable phone with a headset is harder to operate hands free and takes
longer to answer. Likewise, if you agree on an appointment on your
cell-phone, it is a pain to have to wait until after the call to jot down
the time, notes, etc. on your PDA...
As for the health issue, I suspect that there are some legitimate health
concerns, but I pray that there aren't - I spend WAY too much time on my PCS
portable phone...

I'm certain reducing emissions from a speaker is an easier problem than
reducing emissions from a 5 watt transceiver plus speaker.
