Early USB interface chips could lock up due to ESD (electro-static discharge). For example, the early m5xx devices had insufficient discharge protection and would lock up. The only way to shut them down was to disconnect the battery. This was especially bad, since the PalmV battery wasn't removeable :(

My theory would be that your HotSync cable is damaged, and it damaged the connectors on both devices, either physically or by shorting them. You can try setting the Prefs for the HotSync button to something else, and see what happens. Go to 'Prefs, Buttons, Hotsync'.
