That explains some additional instability I've observed - namely that my
odds of connection failure go to near 100% if I have Netscape running
and I'm loading a page.  (But that's definitely not the only problem)

Now, if I can actually find  way to deactivate Norton, I might raise my
odds even higher.  :)
