Followup: If anyone cares, I found the tool I was looking for, it's 
available at:

http://www.metrowerks.com/pda/palm/extras/Utilities/

It doesn't actually create the resource.frk folder, etc., it simply takes 
a Mac file with resources and flattens it for the PC. From the 
description:

"After converting, the new file needs to be put in a folder called 
"Resource.frk" with an empty file of the same name in the directory 
above."
