There's a link to 3rd-party ports on the Palm OS Emulator download page. That
link takes you to this page:

Hello All,
We have some poor miss guided customers who purchased CE devices and want to
run
our software on it. I once saw a POSE port to CE, does anyone know where I
could get a copy of it?
