As somebody else pointed out, there's a chapter in the docs on 
localization. The short answers are:

1. Put all of your UI (not just strings) into resources.

2. Use the Text Mgr routines whenever you're manipulating text data 
at the character level.

3. Use Constructor to localize the UI.
