Why does CW 3.1 stationery have wrong resource header?

Why does the 3.1 stationery use StarterRsc.h instead of Starter_res.h,
which is the one the Constructor updates?

Should I be using StarterRsc.h instead?  If so, how do I update it?  Do
I just configure it in the Constructor to save it to THAT file instead?
