I found it. From Release Notes/Palm Notes/Palm Tools:
"On the Mac OS, when initiating debugging you may see a window
popping up asking you to select either 'Local Macintosh' or 'Palm OS'
debugging. Unfortunately, this is due to a limitation within IDE 4.1
itself and it was not possible to fix the problem at ship time. This
problem will be addressed in an update. If you are not debugging to
the simulator, a possible workaround would be to remove the MetroNub
Plugin from theMetrowerks CodeWarrior:Plugins:Debuggers folder."
