This answer is based upon my experiences sending e-mail to devsupp, getting
an auto reply back with the case number and getting resolution. I've had
limited contact via e-mail to devsupp as most of my questions can be
answered here. Any other issues I've been able to work around. I've found
that unless I sent in a "tickler" e-mail of "Hey.. I'm here and still
waiting", I did not hear from them. After sending in my reminder e-mail, my
issues were quickly resolved afterwards. I'm sure other developers have
different experiences though.

As far as "expected support response time", I think you are asking for
what's the service level agreement for devsupp? I don't think one exists but
I could be wrong. Any devsupp engineers than can chime in, add what you can.
