I think the -palmos4.0 issue will be solved in the next release of PRC-tools.
For the moment, just put a link in /usr/local/palmdev/sdk pointing to the
location where you have installed the 4.0 SDK ( /usr/local/palmdev/sdk4.0
could be a nice place ) and don't use any -palmos directive while compiling.
It works fine for me.
