I recommend using prc-tools 2.0.92 with the 4.0 SDK.
Linux and Cygwin binaries are available from
http://prc-tools.sourceforge.net/
This version of prc-tools supports a "sdk-4.0" optdirectory and "-apalmos4"
option natively, without gymnastics in specs files.
It includes all the opfunctionalilty of the 2.1 milestone, expecept for
GLib support.
I'll be added ing instructions for Cygwin installation presently.
