You could use the REZ compiler. I've used it to make custom
resources in apps on the PC. Some of the commands aren't supported
on the PC, like 'read' and 'include', and I think it was touchy about
the settings in the preference panel, but it otherwise worked.
The only doc I could find (that I had a program for) was an appendix
in "Building and Managing Programs with MPW". Downloadable pdf at
