Yes, I am aware of those constraints, and that proper and effecient engineering helped 
to sell Palm devices well. 

But, it would seem to me, that among what is implemented, such as sprintf, could have 
been implemented fully, or at least can be now. Oh well, my $0.02.  I'm more curious 
as towards why they implented this function partially. If it is the same reason all of 
stdio was not implemented, ok. It just seems weird to partially implement something, 
even though it's done all the time.

The story is that there wasn't enough memory or CPU speed in the original 
pilots for this.  Conforming to a standard such as <stdio.h> has a cost to 
it and Palm was not willing to pay the price.  Palm's sell well because they 
are easy to use and are inexpensive.  Very few if any Palm device purchases 
are made on the fact of conforming to standards like workstations or 
cellphones.
