I haven't looked at the wireless panel to see, but in order to support being
launched in this way, a panel has to provide a Done button in it's
resources. Since the Done button takes space on the screen, it may overlap
other controls on a very crowded panel. That's a good reason not to include
support for this type of use. Of course, it may simply be a matter of not
getting around to it! Are there other places where this same panel is being
presented with a Done button?
