Not shocking -- I previously reported that the Buttons panel doesn't follow
the rules either when invoked from code. I think Palm just didn't bother to
fully code-enable all the prefs panels. They probably put the most effort
into the most useful sounding ones. (Though Wireless sounds like one that's
reasonable to invoke.)
BTW, what do you mean by "prefs category popup doesn't work"? In this mode,
the popup is supposed to become just an inert label.
