Richard is right, I can tell you the answers but whats the use you'll not be
able to get much from them. You'll require almost a year to get aquainted
well with any of the OS. I think you should start with a project plan.
Divide your work among your team members and take off. But if you insist

Palm OS
Hardware: There are many PDAs from Palm. You should choose the one that you
would like to use in order to connect with internet (There are many ways by
which one can connect with internet :-).
Development Tool: I am using Codewarrior but some time back I simply counted
tools available for Palm OS on www.palmos.com and the number bypassed twenty
five burp.. :-b

Win CE
Hardware: Same as in case of Palm. However pocketpc seems to be the most
popular (correct me) at this time. Look for the connectivity option before
buying any.
Development tools: As far as I think you can use MFC for it. I have seen
some third party RAD tools also but I don't know about them much. Look
before you leap I have seen developers cry programming it :-D

Epoc
Hardware: Search for Psion Series devices
Development tools: Symbian provides SDK for it.

Ofcourse you can go for java also to program all the three devices. I hate
to tell you about VMs, go ahead look for them yourselves there are a lot of
implimentations. Look for features that you would like to have in your
project and whether they are provided by tools you have choosen or not.
